1. Any student of the Nazi era will have come across dozens of newspaper columns and diplomatic memoranda calling upon Western leaders to support the “moderate” Hitler against the extremist Ribbentrop or the bellicose Hess or the aggressive German generals. Halifax to Henderson, British Ambassador in Berlin, August 5, 1938: Hitler fears Britain and France as much as Britain and France fear him; his mass demonstrations of military might are reactive in nature, sparked by the predictions of German intelligence that the Western powers intend to launch a preventive war against Germany.

2. This is perhaps a good place to note that although I have limited myself here to examples of appeasement of Germany (and Italy) in the 1930s, and of the Soviet Union more recently, instances abound elsewhere as well. Of late, both Western Europe and, to a lesser extent, the United States have had to swallow many a bitter pill dispensed by the oil-producing countries of the Middle East and North Africa.
